Law On Mutual Recognition Of Fines In Belarus And Russia Comes Into Force

How will it be implemented?

On November 2, Russian ruler Putin signed a law ratifying an agreement with Belarus on mutual recognition and enforcement of decisions in cases of administrative offenses in the field of road traffic. Today, on November 13, it came into force.

As the Minister of Internal Affairs of Belarus Ivan Kubrakou previously explained, the norm operates as follows. If a citizen of Belarus commits an administrative offense on the territory of the Russian Federation, a decision on bringing to administrative responsibility or an administrative protocol is sent to Belarus. On the territory of Belarus, a citizen is brought to administrative responsibility according to the law of Belarus.

If a Russian who has a residence permit in Belarus commits an administrative offense in the field of road safety, they will answer according to Belarusian laws; information will not be sent to the Russian Federation.

A request for collection of a fine is received in another country after the expiration of the voluntary payment period in the state where the violation occurred (but no later than six months from that moment). The document also concerns the recording of offenses by traffic cameras, including the vehicles of legal entities.

Payments or collection of fines are made in the national currency of the country in which the decision is executed. The exchange rate of the central bank of a given country on the date of sending the request is taken as a basis. Proceeds from fines in such cases will go to the state where the offender lives.
