The 17th Package Of EU Sanctions Against Russia Includes Minsk Wheeled Tractor Plant

The plant develops Russia's military equipment.

Minsk Wheeled Tractor Plant (MZKT) OJSC is included in the 17th package of sanctions against Russia over aggression in Ukraine approved by the EU Council on May 20, followed from a document published in the Official Journal of the European Union.

The justification states that "Minsk Wheeled Tractor Plant is a Belarusian military-industrial enterprise that develops military equipment for the Russian Armed Forces and supports Russia's defense capability."

"In 2024 alone, the enterprise's total exports amounted to 306 cars of military equipment, mostly supplied to Russian enterprises that are part of the military-industrial complex of the Russian Federation. In 2025, the enterprise continued exporting military equipment to the Russian Federation," the document says.

Thereby, the justification says, MZKT "provides material support to the military-industrial complex of Russia and the government of the Russian Federation, which is responsible for the annexation of Crimea and destabilization of the situation in Ukraine."

MZKT specializes in the production of heavy-duty wheeled vehicles of high cross-country ability. The company is already under EU sanctions from December 2020, adopted for human rights violations in Belarus.
